Please reinstall printer by using full driver installer pack. It will search printer and install it. Make sure your printer is connected with same router by which your computer is connected.
I am very glad that deleting and recreating the queue worked for you. Often times in the scenario the macOS will continue to try and use the same credentials even when creating a new queue to the same share. That is the only reason I went with that approach. But your point is well taken. We can offer the queue deletion as a first step.

What about color copy? Does the printer make copies in color?
If you see color on the diagnostic page, it means the printer is fine and the issue lies in the printer driver.
Installing the printer driver compatible with Win 7 OS on your Win 10 PC will help. Let us try these steps:

Click here to download the HP Full-featured driver.
Once downloaded, make sure to run the file to start the installation and follow the on-screen instructions.

Printer was working yesterday, suddenly the Printer Assistant won't launch. Hour and hours with troubleshooter, rebooting. Won't allow me to re-download the drivers!

Problem - Problems with Copy and Scan Functions
a. Until recently, the printer performed copy and scan functions correctly. But now:
(1) When copying and I choose Color it copies correctly. But when I choose Black it makes black using color ink.
(2) When I attempt to scan... from computer end when selecting scan in HP Printer Assistant, the software on the computer does not find the scanner function on the printer... from printer end I get "No Computer Found".
b. When running Print and Scan Doctor 5.2.1 when it gets to the Communicating with HP Officejet 6830 display, the progress bar moves reasonably quickly across the screen until it get about 1/8 inch from the end. At that point it stalls out. No matter how long you wait, the progress bar never progresses to the end.
c. The printer still prints correctly in either color, or black and white mode. HP Printer Assistant correctly interacts with the printer function of the printer when doing things like printing a Print Quality Diagnostic Page.

I bought a new printer 2 weeks ago,
I also bought original cartridges hp 803 coloraamd b/w ordered from online hp store. I started to print around 40-50 pages and then the printer only printed half page. At the middle of the page there were broken white lines and rest of the document didn't printed.
Now the printing quality has also degraded
Would like to know what's going on with a new printer.
My HP2540 will print my documents but nothing from the web.

We need to perform a regional reset on the printer to resolve this issue.
The reset instructions are specific for your printer and performing those steps on a different printer may brick the device.

This morning I tried from the start of the discussion (had to reinstall the printer, which shows on the 'Printer and Devises' as HP Officejet Pro 6970 PCL-3. Went to HP Customer Support - Software and Drive Downloads, - Firmware and downloaded to file. Ran the file and IT DID NOT FIND MY PRINTER. Back to square one.
I apologize for my lack of computer skill - I am ready to bring in someone and pay them to fix . . .
