Hi PV190PV here. I figured out a solution. I followed the process laid out in the following posts in this community, with a couple of changes.

The first one has you do a couple of steps with the printer first but otherwise they are the same.

To note a couple of changes I made. I used the Installed Apps page in Windows 11 to remove every HP program listed there.

If you are using a VPN, pause it while you download the new software from the HP support site for your printer. I did not use the HP Smart App to download the new software but did it the old fashion way and save it to my downloads.  Also, I used the full software packages, not the "skinny" one.  Specifically I downloaded and installed: HP Universal Scan-full feature software & driver 63.4.6169 and HP OfficeJet Pro 9120 series Easy Start Printer Setup Software - offline use only 58.2.1857.  I am not sure it matters but I installed the scanner software first & then the other package. After installing both restart the computer. You may also want to restart the printer if it doesn't show up in the printer section of the Settings.   Note during the installation the HP Smart icon appeared I did not & have yet opened it. (Rightly or wrongly I blame it for the troubles.) and an HP Scan icon appeared. I have used the scan icon & so far it has worked fine.
