Thank you for posting your query, I will be glad to help you. 
It sounds like your HP DeskJet Plus 4140 printer may have suffered power-related damage due to the storm. Here are some troubleshooting steps to try:

Check for Power Issues

  • Unplug the printer from the wall and remove any surge protectors or power strips.
  • Plug it directly into a working wall outlet.
  • Try using a different power outlet.

Hard Reset

  • Disconnect the power cable from the printer and the wall.
  • Press and hold the power button for 30 seconds.
  • Plug the power cable back in and turn the printer on.

Check for Internal Damage

If the printer does not respond:

  • Try a different power adapter (if available) that matches the required voltage.
  • Look for any burnt smell or visible damage inside the power port or cable.

Try a Firmware Reset (if applicable)

Some HP printers allow a reset by:

  • Turning the printer off.
  • Holding both the Power and Cancel (X) buttons while turning it on.
  • Releasing them when the printer starts.

If none of the steps work, the storm may have caused electrical damage to the power supply board or mainboard.
