Hi @Graham-H1,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
Here are some steps to troubleshoot your HP OfficeJet 4650 printer that is not turning on properly.
Check Power Supply
- Power Outlet: Ensure the outlet you are using is functional by plugging in another device to confirm power supply.
- Power Cable: Inspect the power cable for any visible damage. If possible, use a different compatible cable.
Perform a Hard Reset
- Unplug the Printer:
- Disconnect the printer's power cord from the printer and the wall outlet.
- Hold Power Button:
- Press and hold the Power button on the printer for at least 30 seconds to drain any residual power.
- Reconnect:
- Plug the power cable directly into a wall outlet (avoid surge protectors) and reconnect it to the printer.
- Turn On:
- Press the Power button again.
Check for Internal Reset Option
- Some HP printers have a small reset hole (often near the power port or on the back). Use a paperclip to press and hold the button for about 5–10 seconds to trigger a factory reset.
Inspect for Hardware Issues
- Power Button Issue: If the power button doesn’t feel responsive or seems stuck, gently clean around it and ensure it isn't jammed.
- Internal Components: The issue could be with the printer's power module. You may need to open the casing and inspect the power board (if comfortable).
I hope this helps.
Take care and have a good day.
