There are no other printers installed except for Microsoft XPS Document Writer. I have lots of programs installed and I don't see how that is could be affecting anything. There is something wrong with this driver. As I said in my first post, someone at HP support told me to install a Deskjet driver for a 6000 series printer. That worked. I was able to print photos fine by selecting 600 dpi for 4x6. But I don't want to have to switch to that driver to print photos. I want the 5530 driver to work for everything. The Microsoft XPS Document Writer was installed at that time and there were lots of third party programs installed too. Something with this 5530 driver is buggered up.
