I understand from your description that you are seeing 'Call to DriverPackageInstall returned error 5 for package 'C:/Prgram files/HP/HP ENVY 4520 Series/Driverstore/NGScanDriver/HPNIA_EN4520.INF. A caller of DriverPackageInstall must be a member of the Administrators group to install a driver package.' when trying to install the software.
Are you the administrator on this PC, and/or are you logged into the Admin account? If not, please ensure you are installing it on the Admin account.
If you are attempting to install on the Admin account, please perform a clean boot and try to install it again.
