That more likely happens due to software reminders, existing prior the Windows 8.1 upgrade.

Try removing the existing software using the Windows Installer Cleanup Utility:

1. Download Windows Install Cleanup below to your desktop, a save as prompt will after appear 5-10 seconds:

2. Right click the saved file (msicuu2.exe) and select Run as Administrator.
3. Once the installation completes, open Windows Install Clean Up from the start screen (simply search for install).
4. Locate the HP Officejet Premium 6700 Basic Device Software item, select it and click on Uninstall.
   Note: Only remove the specific item, removing other items can damage installed applications as the OS envoirnment itself.
5. Run the msicuu2.exe file as administration once again, complete the uninstallation to remove the tool from your PC.

Now try reinstalling the printer software (OJ6700_1315.exe) and check for any difference.
