Printing files always want to go to pdf instead of just printing

I have windows 8.1 and Officejet 4640 e series (all-in-one).  I reinstalled all downloads.  OJ4630-145, hppiw(3), and HPPSdr(1).  I am trying to print my taxes which went to pdf.  It is not printing the entire 17 pages.  When I tell it to just print pages 1-10, it prints 2 pages and half of the 3rd page--then quits.  It has a brand new ink cartridge in it.  I have been working for hours on this!  When I normally try to print a web page, instead of just printing it, it goes to pdf.  Totally frustrated.  Last HP printer I will ever buy.
