As you mentioned the issue still persists after trying out the steps.
Does the issue persist when you make a copy from your printer?
Are you using an HP genuine ink cartridge or refilled ink cartridge?
it looks like the cartridge could be very close to empty.
Try the steps recommended below.
Click the printer icon on the taskbar.
Right-click Properties.
Click Toolbox in the Properties dialog box.
Select Open hp Envy Toolbox.
Click the Estimated Ink Level tab.
