Since the issue persists despite all the resets and reinstalls, let’s try a few advanced troubleshooting steps that may help isolate the cause:
Check for Software Conflicts
Boot your PC into Safe Mode with Networking and try printing a test document.
If it works in Safe Mode, there may be a conflict with a background process or third-party application in normal mode.
Manually Clear the Spooler Folder
Even though the spooler service was restarted, sometimes stuck files inside the folder can cause trouble:
Press Windows + R, type services.msc, and hit Enter.
Scroll to Print Spooler, right-click > Stop.
Navigate to:
C:\Windows\System32\spool\PRINTERS
and delete all files in that folder.
Go back to services.msc and Start the Print Spooler again.
Try Printing from Another User Profile or Device
Log in to another user account on the same PC or use a different computer.
If it prints there, the issue may lie with your user-specific printer settings.
Try a Different USB Port and Cable
If using USB, switch to a different port (preferably USB 2.0).
Try a new USB cable if you have one handy — a damaged or low-quality cable can cause intermittent data transfer issues.
Temporary Workaround: Use Windows’ Built-in Driver
Go to Devices and Printers, and click Add a printer.
Select The printer I want isn't listed. Add a local printer.
Choose port USB001 (virtual printer port) or whichever matches.
Select HP on the left and then try using HP Deskjet 990c or HP Universal Print Driver.
Complete the setup and try printing.
