The "Attention Required" error on Windows with printers like the HP 3830 is such a pain, and WSD (Web Services for Devices) is often the culprit. Your workaround—adding the printer manually and connecting via TCP/IP instead—makes a ton of sense, and it's a solid fix for getting a more stable connection.
Just to build on your tip for anyone trying this:
Go to Settings > Bluetooth & devices > Printers & scanners.
Click "Add device", then "The printer that I want isn’t listed."
Select "My printer is a little older. Help me find it", or use "Add a printer using a TCP/IP address or hostname" for even more control.
Enter your printer’s IP address (you can usually find it from the printer’s touchscreen or print out a network config page).
Let Windows install the appropriate driver.
This bypasses WSD and gives a more consistent experience—especially for printers that don’t play well with the auto-detection stuff.
