I have just purchased a new 2823e inkjet printer. The orang flashing light is on and i can't print.

I have just purchased a new 2823e inkjet printer. The orange flashing light is on and i can't print.  Tried rebooting internet and reinstalling new cartridges HP 67XL  bought with printer, but cant print.  Help please
