Download the Basic driver package for your version of Terminal Services. This file will be an .exe file. Use an extraction program to extract the .inf files out of it. Next, add a print driver, browse to the location where you extracted the files to and select the .inf file. You will then be able to select the printer that you want and it will add the appropriate driver and you then be able to use the p1606dn in terminal services from the session that a user connects with and they have the printer installed locally with USB. I have done this in the last 30 days for two of the same printer. I purchased these printers, no realizing they were host-based and would have a problem extracting the driver out of the package. It works and users have not had a problems. My users connect to terminal services on Server 2003 STD with Windows 7 Pro x64. Works great!
