Photosmart 5520 does not print color, not gray scale just missing color

I have a HP Photosmart 5520, which only get used rarely.  I wanted to print a paper in color but the color was missing.  It was not like it was set to grey scale, the color parts were just missing.  I have tried scanning to see if was on my comuter, scan still balck and white.  I reinstalled the printer on my computer, no help.  I reset the factory settings on the printer, no help.  It said the ink was empty(low) so I put new ones in, no help.
