Thank you for reaching out to the HP Support Forums!

 

I see that your HP Officejet 4650 Printer is blinking an error code "0xb83d6972". I would be happy to look into this with you.

 

Generally, this error message indicates that there is a mechanical problem. 

 

Please try the steps within this guide:

In addition, if the printer is not getting enough power or there is a mechanical failure, we see these type of errors.

 

For testing purposes, temporarily unplug the USB cable (if connected) and remove and reinsert the ink cartridges.

 

I would do a hard reset to see if that will resolve the issue.

  • Leave the printer on and unplug the power cable from the printer and wall outlet for 60 seconds.
  • Then reconnect the power cable to the printer and wall outlet rather than a surge protector. This ensures the printer is receiving full power and may help this situation.
  • Make sure the printer is connected directly to a wall outlet (don't use a power bar or a surge protector). This ensures the printer is receiving full power and may help this situation.
  • Try a different power outlet/room.
  • Try another power cable if available.

 

I recommend that you try disabling IPV6 from the embedded web server (EWS). Use these steps as a guideline.

  1. Open the HP Printer Assistant, click on the Printer Home Page (EWS).
  2. Click on the Network tab.
  3. On the left-hand side, select General.
  4. Select Network Protocols.
  5. Choose IPV4 Only.
  6. Click Apply.
  7. Restart the printer. 
  8. What were the results?

What you can do, is use the following link to create yourself a case number, then call and it may help speed up the call process: 

Step 1. Open link: http://support.hp.com/us-en/contact-hp

Step 2. Enter Product number or select to auto detect 

Step 3. Scroll down to "Still need help? Complete the form to select your contact options" 

Step 4. Scroll down and click on HP contact options - click on Get phone number 

Case number and phone number appear.
