I solved the problem myself.
There are 4 feet on the bottom of the Optional Tray 3. The 2 towards the front of the unit have screws. I removed the screws and wiggled the feet units out which double as drawer slide guides. Once both were removed, the drawer slid out.
The problem was the spring loaded pressure feeder had been locked into most compressed state while inside the drawer cabinet. The feet based slide guides have a trigger release on them that releases the spring loaded pressure feeder when the drawer is pushed into the tray cabinet. The drawer spring loaded feeder should never be pushed fully compressed while inside the drawer cabinet, only outside the drawer cabinet. if the spring loaded pressure feeder is locked in it most compressed position while inside the drawer cabinet it cannot slide past the foot based release trigger wihtout removing the feet.
