Welcome to the HP Forums! I understand your concerns with the Photosmart C4780. How is this printer connected? Wireless or USB?
I am going to recommend you plug this printer into a direct wall, not a surge protector. This step will test out the power and to verify if you are receiving the same problem.
Also, try Resetting the Printer.
If your screen is going blank, then please follow this HP document on Blank Control Panel Display.
Since you are receiving loud noises from the printer, does this occur when printing a document or standalone? Did you ever have a paper jam within this printer.
