Problems Installing Software for HP Officejet 6700 Premium

I have a Compaq Notebook originally with Windows Vista Home
Premium operating System. Recently I installed Windows 8.1 and
had a few minor problems with programs but they were sorted
out.
I tried re-installing the HP Officejet 6700 Premium software,
downloading the software OJ6700_1315.exe from your Drivers and
Software website.

When I run the sofware package I get the following error
message:

Installation error

Call to DriverPackageInstall returned error 5 for package 'C:
\Program Files\HP\HP Officejet 6700\DriverStore\Pipeline
\hpvpl09.inf': A caller of DriverPackageInstall must be a
member of the Administrators group to install a driver package.

As I am logged in as an administrator, I tried right clicking
on the downloaded software OJ6700_1315.exe and running the
software as an administrator. I still got the same error
message. I thought it might be because of network problems and
joined the network (the other computer is running Winows 7).
But still no success! I tried deleting the HP Folder from
Program Files and then running the software as an administrator
but still got the same error message.

Any advice as to how to get accepted as a member of the
Administrator's group would be appreciated, or some other way
of dealing with this problem
